What is the easiest way to make a flying enemy stay in the air, move around a bit and attack you when near?

The enemy could be have a hitbox follow it around, and when the player touches it, it could swoop down and attempt to hit the player.

Check jumpy platformer? It has ok flying enemies from what I can remember.
