The arms seem as though they just meld out of the body
I would avoid orphan pixels, the ones that are not adjacent to any others. Unless used in a pattern, these just kind of look bad.
The body is very flat, it looks as thought they are wearing a onesie. I would make the pants a different color at least. Maybe some design on the shirt?

The coloring on the fire is good, but it kind of just looks like a blob.
Other than those things, it does look like a human! I would advise using a reference picture, probably an actual photo if you’re looking for accurate proportions. You can just look up “Victorian man” on google and click images, there should be lots available.

when making your own domain
its basically a projection on what the characters abilities are
and their own mental state and self identity, and turning that into the domain
i agree with @Rune’s points, especially with using a reference. Another thing is the palette - try to think about why you used it and if it actually fits with the art you are making. Steam Lords is a really really really difficult palette to use, as it occupies a more specific niche and is very restricted.
