This doesn’t just apply to Arcade, but microbit too: Can you mod the hardware, eg. new cpu, new screens, etc?

You can, but by modding, as in wiring up new screens or a dev board plus a screen, buttons, etc. for a new CPU, etc. You will have to write code if you want to add peripherals, or port if you want a new CPU.
It is a lot of work.
