it can be a raspberry pi 0 thing, a board, or an rpi pico, whatever can play mca games

The cheapest would be just some joysticks and buttons to plug into a computer, then maybe build a base out of cardboard! But the sets are at least 25$.
The cheapest pre-made development board I could find is the Adafruit PyBadge LC - it still uses the SAMD51 which has a roomy 192 KB of RAM which helps for bigger games.
You may be able to use the Raspberry Pi Pico - I saw some efforts somewhere that allowed you to do such a thing - it should be very cheap to cobble together but it will still most likely be over $15 total unless you have everything: buttons, RPI Pico for $4, and a 160x128 TFT for less than $15.
The pybadge LC is only around 20$, that’s the cheapest hardware that your not going to have to build yourself
