When you submit a request, that inevitably means you are creating or, at the very least, presenting two options or paths that the questioned can take: acceptance or denial. In creating the concept of Presidential Cheese, you technically do not specify whether the “unavoidable obligation“ is your becoming an authoritarian-monarch if you are approved or whether you are approved or not. Logically, since you are submitting a request, it can be inferred that this prospect is only unavoidable once you have been approved. I made the persona a while back to represent myself in videos! I didn’t want to just draw myself, or use Dragondog (Because she’s really her own character, rather than a representation of me), so I needed a middleground. 
As for the limbs, she’s supposed to be a fairy so they’re not really designed to hold weight I just found the angular shape made the silhouette very unique!
(Although the persona is pretty old, so I’ve been considering redesigning it or replacing it altogether)
