I want to make the ask block look better because for me it’s bland so I was wondering if there was a way to customize it like how we have borders for dialogue blocks.

Not to my knowledge, but that’s a great idea for the mods 
You could also do this by making your own version of the ask block, but that’s obviously harder than being able to customize the existing one!
