Hmmm I feel like you could experiment with more types of tiles, there are 3 other dither tiles and a lot more tiles that could be used for detail.

@robotosaurus wins!!! Because of the wonderful 3D rendering of the boat and the dithering. To improve I would suggest refining the outline of the paddle, adding more purposeful lighting to the boat, and adding dithering to the reflection. This was pretty close, as I like how original @Zenithโs art is and the design is pretty neat.
