Hmmm I feel like you could experiment with more types of tiles, there are 3 other dither tiles and a lot more tiles that could be used for detail.

Theme is brutalism Create some brutalist architecture!

Example: National Theatre
Characteristics:
Blocky, and angular
Mainly concrete, which is often stained and discoloured
Repeating segments
Small windows
Monotone palette

Example: Clemens Gritil, creates 3D renders of Brutalist architecture, very cool

Was it a tie in the end?

Oh whoops I forgot lol
@robotosaurus wins!!! Because of the wonderful 3D rendering of the boat and the dithering. To improve I would suggest refining the outline of the paddle, adding more purposeful lighting to the boat, and adding dithering to the reflection. This was pretty close, as I like how original @Zenithโ€™s art is and the design is pretty neat.

The c64 has two secret graphic modes, a 40x50 mode and a 80x25 mode where you can put any color from the palette anywhere!
